Dr Fran Wilby has a passion for designing and scaling high-impact programmes that connect practice, policy, and innovation. Over her career she has led national and international initiatives spanning schools, further and higher education, and global networks.
As Programme Director at Rethinking Assessment, she has shaped influential collaborations that have advanced assessment reform and system improvement – including the Learner Profile Starter Kit, now used by almost 1,000 schools, and the national Practice Network supported by AQA. Her leadership of projects with organisations such as Doncaster City Council, Salesforce, and The Duke of Edinburgh’s Award demonstrates her ability to translate vision into delivery, using evidence and partnership to drive measurable change.
Fran’s work has also extended internationally through LumiarEducation and the Salzburg Global Seminar, where she has contributed to global dialogue on education futures and digital innovation in learning. Fran’s experience spans the sector, she began her career in further and higher education, and later she established the UK’s first Lumiar school (primary) as Head and later led international implementation, designing curriculum and digital assessment frameworks for partners in the US and Europe.
