We are delighted to introduce the co-chairs of the FED National Learners Council in 2025.

Our stakeholder councils play a pivotal role in our thinking as we develop the systems and strategies that support a long-term vision and plan for education.

Naomi

Naomi Blackmore.

Naomi has a long-standing connection to learner and youth voice. She has a background in youth work, connecting with young people in schools and communities in West Africa and the UK to empower them to improve their well-being, develop their personal skills and build confidence to share their stories with others. She is currently a mature student at Keele University in BA Education, where her role as a Student Voice Representative allows her to advocate for the needs of her fellow learners to university staff.

“I am thrilled to have the opportunity to co-chair the FED Learners Council. I believe that learners are the forgotten stakeholders in education and that the system is shaped around a lack of voice and autonomy for the people it educates, so the work of the council is extremely valuable. In this role, I hope to facilitate a space where learners of all ages and stages feel supported and empowered to share their unique insights on educational issues. I am passionate about ensuring those voices are heard, amplified and shared with other stakeholders and policymakers to support the improvement of the education system.

My hope for the education system in this country is that it is collaboratively shaped and, therefore, beneficial for its numerous stakeholders, especially the learners it serves. My long-term dream is of an education system that supports and values the huge diversity of its learners, providing an inclusive and meaningful space for education that is done with them, not done to them. I hope for an education system where the learner’s voice is heard, and their autonomy is encouraged, not stifled.”

Rochelle

Rochelle Wong.

Rochelle has a diverse educational background, having studied in both state and boarding school environments equipping her with a well-rounded academic foundation. She pursued a Sociology degree at Coventry University and currently works for the Royal National Children’s Springboard Foundation as an Alumni Engagement Officer – ensuring beneficiaries of the charities bursary programme have the resources and support needed to succeed in their academic and professional journeys.

Rochelle has over six years of experience in education, policy, and youth engagement, she specializes in creating learning and upskilling opportunities for young people. Having served on various youth boards, she has led educational projects and shaped policy recommendations that prioritize DEI in development toolkits. 

Rochelle is excited to step into the co-chair role as it provides the opportunity to drive meaningful change – building on the strong legacy of previous Chair’s. With a background in youth advocacy, community organising and deep commitment to amplifying learner voices. She is dedicated to creating space for diverse contributions and ensuring the learners experience permeates the minds of decision-makers. Guided by her approach to ‘Listen, Learn, and Lead with Love’ she hopes to continue promoting the FED’s work and leaving an impact that resonates.

‘My hope for the long-term future of the education system is for it to be future-ready, more inclusive, and an empowering experience for all. I envision a system where we are clear on education development frameworks that enhance the student experience. For creative solutions and diverse approaches to teaching, assessing and engaging young people. For a stronger sense of community amongst stakeholders who listen, collaborate effectively, and support one another consistently. I hope to see continuous equitable growth which creates an education system that evolves to meet the needs of the future workforce. A system equipped for addressing a diverse set of needs and demands’
